Leighton Andrews speech - in full

Leighton Andrews, the education minister at the Welsh Assembly has today delivered a speech on education in Wales. In the speech Andrews promises better education in Wales – with national exams introduced. This week the minister approved plans to close two schools in the north of Cardiff . But in today's speech, Andrews said he would still close any schools he found to be failing, and local councils will now be in charge of grading schools performance. Here's his speech in full.
