DfT plans Blue Badge technology changes

The DfT said it will provide local authorities with a common online application facility for blue badges, with the aim of speeding up applications and increasing the number of automatic renewals for people whose circumstances do not change. Data will be fed into a web based system with a common store of information. This will replace the traditional system in which each local authority collects and stores different information on badge holders in local registers. The DfT said this makes it difficult to check details and the validity of badges issued in different areas. It added that the current design of the badge is low cost and basic, making it easy to alter details like expiry dates, and to copy and forge badges. The badge will be replaced with a standard electronic version that will incorporate anti-copy and anti-fraud technologies. Transport minister Norman Baker said: "The Blue Badge scheme makes a real difference to millions of disabled people every day. However, it is clear that it is in real need of modernisation after 40 years without major reform. "Such are the high levels of fraud in the current system that 50% of Blue Badge holders now find it difficult to get a parking space and Blue Badge fraud is estimated to cost £46m a year. "The changes I am announcing today will crack down on Blue Badge misuse, modernise the system and extend eligibility to other groups." The Blue Badge scheme has been in place since 1970.
